A Bigger Vision Films is an award winning film company – including the Stewart B. McKinney Award – for the tangible impact their films bring to communities nationwide.

The filmmakers traveled 44,000 miles coast to coast, studying the homeless response systems of 12 cities to answer one question: Is there a solution to homelessness where everybody wins?

They not only found that answer to be ‘yes’, they have successfully told the story how every municipality, big or small, can follow a proven blueprint to dramatically solve its homelessness crisis without over-sheltering and excessive police actions.

This is NOT just another film about homelessness.

Beyond The Bridge provides a comprehensive and often entertaining analysis of the issue, and leaves audiences inspired and motivated to get to work.

The filmmakers are currently on a Social Impact Campaign tour of over 40 cities across the country. These are “town hall-style” screenings, bringing together elected officials, business leaders, community stakeholders and the general public for an honest and productive conversation about what changes are needed to more successfully address homelessness.

The Congress screening will be followed by Wisconsin Representative Gwen Moore’s brief comments and a conversation with industry leaders, including:

Moderator: Francis Torres

Francis Torres is the associate director for BPC’s housing and infrastructure projects, where his research and analysis focuses on federal policies to expand housing affordability, strengthen the nation’s disaster recovery policies, and address homelessness. His work includes examining and providing expert commentary on national trends in homelessness, analyzing the impact of fiscal policies such as the Low-Income Housing Tax Credit, and convening policymakers and stakeholders to determine innovative solutions to the nation’s housing challenges. Francis routinely provides policy recommendations and technical assistance on issues of housing, homelessness, and disaster recovery to members of Congress and their staff, among other stakeholders in Washington, DC.

Panelist: Ann Oliva

Ms. Oliva is the CEO of the National Alliance to End Homelessness – a public education, advocacy, and capacity building organization dedicated to ending homelessness in the United States. A career veteran of homelessness and housing policy, she is recognized as one of the foremost experts on homelessness in the nation. In her role, Ms. Oliva works closely with members of Congress and the Administration, as well as with officials and advocates at the state and local levels. As part of that role, she also collaborates closely with Alliance partners to educate the public on the real nature of homelessness and its solutions, and to advance known best practices within the homeless services sector.

Panelist: James Mathy

With more than 25 years of experience working in the housing and community health field, Mr. Mathy presides over a county with the lowest per capita homeless population in the country. With a focus on the development of homeless programs and permanent supportive housing, Mathy is responsible for the management of Milwaukee County’s Community Development Block Grant funds, HOME funds, Milwaukee County’s Housing Authority, and various homeless programs. He is also the author of Milwaukee County’s Plan to End Chronic Homelessness, which led to a 45% reduction in overall homelessness and a 92% reduction in unsheltered homelessness since 2015. Mathy earned a master’s degree in public service from Marquette University.

Panelist: Britt Van

Britt Van joined NHC as its Senior Policy Director in January 2025. Most recently, she served as Senior Advisor to the President of the Government National Mortgage Association (Ginnie Mae) within the U.S. Department of Housing and Urban Development (HUD) under the Biden-Harris administration from April 2023 until January 2025. In that capacity, she served as the senior-most political appointee for policy under the President, helping support Ginnie Mae’s more than $2.6 trillion dollar mortgage-backed securities (MBS) program.

Ms. Van previously served as the Policy Director for the New Democrat Coalition (NDC) in the U.S. House of Representatives, helping develop and drive the policy priorities and strategy of the ~100 Member Coalition under three consecutive Chairs, Reps. Suzan DelBene (WA-01), Derek Kilmer (WA-06), and Jim Himes (CT-04). In that capacity, she led a broad issue portfolio spanning economic development and opportunity, housing, infrastructure, financial services, workforce innovation, tax, trade, climate change, and more. Prior to joining the NDC in 2017, Britt worked at a D.C.-based foreign relations non-profit, on the 2012 reelection campaign for Rep. Himes, and in corporate banking in New York City.

Panelist: Donald Whitehead

Donald Hugh Whitehead Jr. is recognized as a leading expert on homelessness, having served as the Executive Director of the Greater Cincinnati Coalition for the Homeless, Assistant Director at St. Vincent de Paul of Baltimore, Program Director at Ohio Valley Goodwill, Grant Manager at Goodwill of Greater Washington, and Director of Communications at Greenpeace Ohio. Donald served two terms as President of the Board of Directors for the National Coalition for the Homeless, two terms on the Board of Directors for Faces and Voices of Recovery, and two terms on the Georgetown Center for Cultural Competency.
